CARE was established in early 1991 as one of the first environmental services firms dedicated to pollution prevention and waste minimization programs for its clients. Since its founding, CARE has performed numerous and varied environmental projects internationally; particularly in the southwestern US and northern Mexico. The projects summarized below are a representative sampling of the broad range of CARE activities related to hazardous waste management, hazmat/remediation and regulatory compliance audits:I. Hazardous Waste Management
CARE manages the hazardous wastes generated by a wide variety of industries in the southwestern US and northern Mexico:
Electrical power plants/generating stations Numerous manufacturing facilities Paint and body shops Electronics and printed circuit companies Electroplating and anodizing facilities Clients of other environmental consulting firms Federal, State, County and City agencies Maquiladora plants in Northern Mexico.
These services include the proper sampling, analysis, profiling, documentation, transportation and disposal/incineration/recycling of various waste streams under strict pollution prevention and risk/liability management guidelines.II. Hazmat/Remediation
CARE has successfully managed numerous hazmat and remediation projects for its clients, including:
- Removal of underground storage tanks and any required soil or groundwater remediation
- Cleanup and removal of abandoned chemicals at various sites
- Contaminated soil removal and treatment as a result of accidental chemical spills, releases or casual chemical storage practices
- Emergency response to hazardous materials incidents and required cleanups
- Phase III environmental remediation projects.
III. Regulatory Compliance Audits
IV. PCB Waste Management
- Comprehensive pollution prevention audit involving 14 City Operations groups such as maintenance, paint and carpentry shops, janitorial and repair shops as well as printing and reproduction facilities. A detailed RCRA audit followed this six-month study that resulted in significant waste (and cost) reduction for this client.
- Consulting/investigation project: allegations of illegal RCRA activities by a disgruntled employee of a large power plant who went to the press with his (false) story. Extensive employee interviews, records review and final report. Attorney-Client Work Product.
- Multi-regulatory audit (RCRA,NEPA, NPDES, OSHA and TSCA) for corporate headquarters of a large Arizona power company. This project involved a four-company consulting team with CARE as prime contractor and project manager. The CARE team also provided the client with a valuable corrective action program that is in full operation today.
- Comprehensive RCRA audit for a major Arizona city involving numerous departments. This audit took several months and resulted in a multi-volume final report including a full volume listing of alternative, less toxic and safer chemicals they can use throughout City operations. The CARE program saved the city over $75,000 in hazwastes costs the first year with additional savings realized in subsequent years.
- Full RCRA audit of a casting foundry in the Tucson area. Established a corrective action program and assisted in its implementaion.
- Comprehensive RCRA audit of a major ceramics manufacturer of electronic components. Study resulted in a 65% reduction in hazardous waste generation and the establishment of an internal RCRA audit team.
- A complete regulatory anaylsis of Pima County environmental regulations, particularly Titles 7, 13 and 17 and their potential economic impacts on the private sector. This client is a large Arizona municipality and has utilized CARE to track and interpret the impacts of these regulations on attracting (or repelling) small and medium-sized business to their region.
- Comprehensive RCRA audit and annual report for a large pesticide manufacturing company. Assisted in the document audit and completion of final report.
- RCRA audit of major aerospace manufacturing company including comprehensive employee (105 employees) training in both RCRA and OSHA. Also an expert witness on property contamination from neighboring facilities.
CARE manages the polychlorinated biphenyl (PCB) waste materials from a number of industrial sources per the Toxic Substances Control Act (TSCA):
electrical utilities/power plants mining operations rural electric cooperatives manufacturing operations federal., state, counties and cites environmenal consulting/remediation firms CARE arranges for the proper environmental management of waste PCB contaminated materials including, but not limited to: waste oils, less than 50 ppm up to several thousand ppm (Askarel) of PCBs; both bulk tankers or in drums. PCB or non-PCB contaminated transformers, regulators, capacitors, bushings or other equipment; either empty or full of oil. PCB contaminated soil, debris, miscellaneous articles or transformer pads. PCB or non-PCB lighting ballasts.
CARE's PCB management services include regulatory support, compliance audits and consulting as well as appropriate DOT labeling, shipping documentation (Bills of Lading or Hazardous Waste Manifests), transportation and disposal, recycling or incineration of TSCA wastes under 40 CFR, Part 761 as well as the other Federal provisions of the recent PCB "Mega Rule."Other wastes managed by CARE include:
- Spent batteries; alkaline (dry or wet cell), lead-acid, Nickel-Cadmium or lithium to recyclers.
- Fluorescent lights (contain mercury, a hazardous waste).
- Mercury containing thermostats, broken thermometers, mercury contaminated dirt.
- Petroleum contaminated soils & debris (PCB contaminated or non-PCB) and greases.
- Antifreeze and automotive or hydraulic oils.
